There seems to be no way to create a text block with a contrasting background to make text stand out better on top of a picture. In addition, I can’t figure out whether it’s possible to put shadows on text, again to make it easier to read over a variable background. Am I missing some functionality?

Unfortunately there's no text tool for this, however you could draw a rectangle and place this behind any text you wish to stand out.

Absolutely, the easiest way is by using the FX studio. I've included a quick screen recording of this below -
