@DWrightI also get this behavior, all the time for PDFs of scanned documents, and simply assumed that Affinity suite really doesn't support it!  When the PDF consists of just an image, rather than text objects, you get this when you Place or drag-and-drop, etc.  I usually select the image in a PDF reader, then copy-and-paste the image (as an image layer, not a PDF).
