Hello, I sometimes cannot resize a text frame in Publisher when I select it. I see the arrows appearing and try to adjust it by using Move Tool, but nothing happens, it's just not reacting whatsoever. I have to restart Publisher and then suddenly it will work again. It doesn't happen all the time, I didn't figure out yet what triggers this behaviour and would like to ask: does anybody know why this can be happening? Thanks!

It’s difficult to diagnose this sort of thing without being able to see it in action, especially if it’s an intermittent thing.
Would you be able to provide a video of it happening when it happens?
If you can supply an example document that would also be helpful.
P.S. What do you mean by “I see arrows appearing”? Under what circumstances, and what are you doing, precisely, to ‘see the arrows'? Also, what do you mean by “adjust it” and how are you using the Move Tool in those cases?

Hi, thanks a lot for your reply! I will try to capture it on video the next time it occurs. By "arrows appearing" I mean that the cursor changes into the arrows when I hover it over the selected text frame that I'd like to resize. I cannot make a print screen of the cursor, so I drew the arrows on the picture below. By "adjusting" I mean that as soon as the cursor changes into the arrows, it potentially allows me to resize the text frame by holding my mouse button and moving the mouse, but that doesn't happen. As in, the text frame doesn't react at all to the movements of my mouse (but that doesn't happen all the time, most of the time it does work as expected so I was wondering why sometimes it doesn't - maybe I'm missing someting).

Thanks for the extra info’.
You certainly don’t seem to be doing anything wrong.
The layer doesn’t seem to be locked and I’ve checked (just in case) that vertically resizing a rotated Text Frame is allowable, as expected.
I haven’t been able to replicate the problem but that might be difficult given that you don’t get it all the time.
If you do manage to catch it on video, if you say which OS you’re using then that will help with diagnosis.
