I've figured out an inconsistency of bleed and border on Artboards. The borders can be set induvidual for each Artboard, the bleeds not. Is this correct or am I doing something wrong?

I am also needing to set bleeds differently based on RH and LH pages in a photobook (in Affinity Publisher for Mac)

The nuances of the on demand book print engines are all different but the binding side typically requires no bleed.  So when you are setting document size and including bleeds then the book is always too wide.

The only work around that I have found is to properly size the book and set the bleeds to 0", then use guides in place of bleeds.

What am I missing here?

When you set up your document with facing pages in Publisher you can specify inner and outer settings for both Margins and Bleed:

You can also set them separately later for Margins (via Spread Setup) or Bleed (via Document Setup).

(By the way, for future reference: as the original question was about Designer, and your question is about using Publisher, it would have been better (in my opinion) to post a new topic, to avoid mixing the conversations.)
