I’ve got an iPad Pro, and AP.
All my RAW+JPG are saved in iCloud Photos app (NOT iCloud Drive). 
 

i am struggling to find a workflow that works here. I want to browse/organize photos via the Photos app, and then edit in AP. But there is no option to “edit in AP”. Instead I go to AP and have to “import from photos”, which then only lets me save a copy no matter what exporting options I try. This results in 2 of the same photo in Photos app, instead of 1 that I can “revert” if I decided to. I don’t want to add in tons of copies for every photo I choose to edit.

what am I doing wrong? Pixelmator Photo, Snapseed, and others all let me do this. Am I doing something wrong or is this not a feature for AP?

Welcome to the forums :)

Unfortunately there's no option directly in Photos to open an image into Affinity Photo, however you can create a Shortcut in iOS13 that allows you to do this with any image selected -

Secondly, we don't support 'writing over' existing files in Photos, your exported image will always be saved as a new copy, my apologies. I've created a quick screen recording below which shows the process of using the Shortcut, importing from Photos and saving back -
