Flood Selection Tool Request

Here is a novel idea, instead of having the Flood Selection Tool start at "New"  why not have it start in the "Add" mode.  When blowing through edits and I want to select multiple areas, successive picks  negate previous picks.  It is real frustrating to have to stop and start the selection process over again.  If I want a "New", single selection I will only pick once.  In fact, by doing it this way the "New" menu item could be eliminated entirely and have only "Add" and "Subtract".
