Currently there's no tool/feature to create an offset/outline from an existing shape directly, however you can work around this adding a stroke to the shape and using the stroke's width to define the offset value you want (if the stroke is aligned to the center, half the stroke will correspond to the offset value), then go to menu Layer ▸ Expand Stroke to convert it into a shape and with the converted stroke layer selected go to menu Layer ▸ Geometry ▸ Divide to separate the stoke into two shapes - one, smaller than the origional shape, corresponds to the inner stroke line - this is the one you want; the other is larger than the original shape and corresponds to the outer stroke line - you can delete this one. For the shape you posted above is probably simpler to recreate it from scratch.

By cutting, do you mean crop ? "cutting" is more associated with "cut and paste"
It is easy to crop an image, if that's what you mean ? Use the crop tool on the Draw Persona.
But remember, unlike Photo, Designer is basically a page layout program, with extras. Not totally dissimilar to MS Word. Would you use Word to crop images ? It can do that but they are still on a page. In Photo, they are the page. Well, mostly.
If you use the crop tool, it actually puts the image inside a clipping rectangle. The image can be moved inside. sized inside etc.
If you want it to be just a single cropped image, right click and choose "Rasterize". It then becomes a totally cropped pixel image, (no frame) but it is still on a page. That is pretty simple. If you don't agree, try doing that in Word

Click on this button for aligning objects (including Artistic text)
Opens this box with lots of alignment options. Currently set to Selection bounds.
You can set these as keyboard shortcuts in preferences
Edit > Preferences > Keyboard Shortcuts
Choose Layer from the second menu
As for frame text, that can be aligned vertically in it's frame
You can also set shortcuts.
Choose Text from the second menu.
