This one will take a few steps. No one selection tool will do the job. But I would start by duplicating your photo layer then rasterize it. And then on your new layer do a Select - Tonal Range - Select Midtones. This will give you a good start. Not really sure about getting rid of city in background. Maybe one of the forums photographers can help with that. Will take some time for sure.

I use InDesign CS 6 sort of by lack of DTP products within an acceptable price range/features. Microsoft Publisher deserved death by neglect because that's what Microsoft does with all graphics programs after 6 months of acquisition.
I sure would like to see a sensibly laid-out program that offers easy import/export to/from Designer and Photo. Does "robust yet uncomplicated" resonate with anyone?
