I believe I have been able to recover most of your document, but please check this carefully as the colour space/DPI etc for the document may have been changed in the recovery process.

Hi @LuggageGuy welcome to the forums,
I would initially try the below:
- Run the .NET Framework Repair Tool to confirm there are no issues with framework, once run, reboot your PC and try using Photo/Designer again https://www.microsoft.com/en-gb/download/details.aspx?id=30135
- This could be caused by a Third Party app interfering with the software, i've linked a forum thread below with a comprehensive list however it may be worth trying to launch the apps after closing down all third party apps open in the taskbar. It may also be worth creating a new temporary Windows user and launching the apps from this new user just to confirm nothing else is interfering.
