This is by design - other users have asked for this option to remain enabled until disabled.
You could try right clicking the image and selecting Rasterise - this will re-rasterise the image but at the same it also resets the Selection Box.

With the Move Tool selected you can use the Reset Selection Box option from the Context Toolbar:

Don't feel alone. I wear glasses, but unless I slide the UI Gamma to max, that dotted spacer icon is just about invisible, & even then just barely so.
(Yet another reason we really, really, reaaaaalllly, need higher contrast options for UI elements, not just for the Tools panel but for the Toolbar as well. At least the panel tools have nice, high contrast black backgrounds when selected, but up in the Toolbar, it can be difficult to tell the dark grey 'selected' items from the light grey 'unselected' ones, particularly if the gamma is cranked up.)
