Are there currency restriction on purchase?

I'm sure that my paypal account does not have a problem because I recently made a purchase which went through successfully. I'm also sure that the Amex does not have a problem because I made another purchase 15 mins before attempting the purchase on Serif. -
I'm trying to purchase Affinity Photo for Mac but all methods are failing. I tried using my Amex card directly and it said, payment method not supported. I tried using Paypal and the popup closes immediately upon opening. In the network inspector, I can see the message "CURRENCY_NOT_SUPPORTED" after the paypal window closes. My country is set to India and thus the payment currency is INR. Is INR not supported for purchasing directly from Serif? I don't want to purchase using USD/GBP if possible.
