Another way is to use a Mask Layer and draw a Black-to-White gradient on that mask.
See attached video. (Apologies but my mouse pointer doesn’t show where it’s supposed to be, for some unknown reason.)
To change the transparency just redraw the gradient on the mask.

Welcome to the forums
Although there isn't directly a Transparency Tool in Affinity Photo, you can achieve the same results using the Gradient tool with Opacity applied. I've created a quick screen recording showing this below -
