When you do this, you tell Publisher that you want to keep the paragraph before the headline AND one line (meaning: the headline) together as well ... doesn't work.

Glad you got it solved (apparently). But it seems that this is quite a bit to jump through and could be solved with a simple check box in the style that says "Keep with next." Just sayin'.
