Use discretionary ligatures per-character instead of per-textbox

It looks like in Publisher it is only possible to enable the discretionary ligatures in the typography panel for the whole text box.

In InDesign, it's possible to choose certain ligatures on a per-character/selection basis (see screenshot).

Is that the current state of development or do I just don't find the right button to archive that? :D
