Gaussian blur always selected in layer effects

Hello,

I have a picture in an ellipse picture frame in front of a grey rectangle on an A5 portrait page (Last page of 16).

No matter what layer effect is selected for the picture frame, say outline, the picture blurs as the slider is advanced to the right, then when the slider is released, the Gaussian Blur check box seems to tick itself.

It also happens with any other picture frame that is selected, just a simple rectangle photo frame on a page.

OS = Windows 7 professional 64 bit.

Any ideas?
