Creating a template to insert images into with fit/resize

Hopefully this is the right place to post this question, I’m learning the program as I go along. 

I’m trying to create a set of instructions in three different colours which use images for the steps and I’d like to be able to create a master template where I can replace the images within the template with the matching PNG images for each step without having to resize and and adjust placement each time. Is this possible and if so, how might I go about doing so?
