As the title says, is it possible to create an inline table of contents (TOC)?

Something that mimicked a nav menu, to be placed on the master and shown on all pages? Ideally, it would also highlight the current section.

In the Master page, you could add a text frame and insert a TOC. 

You could also add a field with the current section name.

Yeah, the thing is that the TOC always separates entries with paragraphs, and i'd like them to be displayed inline, separated only by an em space or so.

You could do it manually (with Find-Replace in the selection) but you'd have to do that each time you update the TOC…
