I need to insert a table into my two-column flowing text as a static chunk. I can't easily change the height of one column of flowing text because of page decorations as shown in. image. I put my figures in a table with each figure in a cell, and the caption in a cell. Then I can keep them all together.

The table maker icon disappears when dragged over my main page, so I make the table and fill it with content to one side of the document. Then I copy and paste it into the main flow. It does displace the main text flow,  but as soon as I add more content before this table, the table jumps off the top of the page. I need to flow text around the table, but the flow items are grayed out. How can I do what I need to do?

You haven't mentioned how tall the table is but assuming it's not too tall:

Is the table pinned inline or floating? I suggest inline and pasting the table into a blank paragraph.

Click in that blank paragraph, or if the table is already pasted, click at the end of the paragraph before the table and then press the right arrow key once to position the cursor just before the table. Now you should be able to use the Paragraph > Flow Options to ensure the table isn't kept with the previous paragraph or next X number of lines.
