How do i resize an image smaller i need it to be 500x348 but it pixel when it's smaller i have change it to bicubic i get same thing at a loss this is for customizing windows 10 the start menu thats why it has to be that size so i can cut it out and place it.

What you have shown above is that size and looks Ok so far for my eyes on that size.

Not sure if I understand you correctly here, since initially you said "i need it to be 500x348" and that's what it already is size wise.

where do you have it in, where did you previewed it in, in Affinity Photo? - Note that in Affinity Photo you have to go to a 100% view in order to see things the way they are, or as they will be finally then exported as. Otherwise if zoomed in or out ( > 100% or < 100% ) in APh it will look pixelated. Crosscheck with some other Windows viewer app, how things will look there then at 100%.
