Can't update Publisher to 2.1 - Microsoft Store

I purchased all three programs through the MS Store.
For Photo and Designer I was notified that the 2.1 updates are available (I have automatic updates turned off) and the update went smoothly, but for some reason I don't see an update for Publisher.
when I go to the Publisher page on the store, I only see version 2 (see attached screenshot).

Any idea what is wrong?
