Photo: Brush and Fill tools produce different colors

Hi, I really need a good advice to get rid of this problem:

When I use the paint brush it generates a different color compare to the fill tool.

I checked the color many time, tried all options but I can’t find the reason. 
Please see my screenshot. 
I checked that there the fill and brush are 100% opaque, same color, flow, no wet edges….

The fill tool generates darker colors.

Any idea?

To be more precise: It seems like the brush generates more light colors, the fill tool seems to be correct.

I am sure this is just an easy setting, but I can’t find anything.

For the records:

Finally found it. The document was in CMYK and then the problem exists. 
I changed the document to RGB (16) and now everything is working nicely. 
when changing back to CMYK, brush strokes again fail to deliver the same color compared to fill tool.
