Data Merge Layout "record offset" bug

Not sure if this bug is a unique instance or universal, but the record offset input when using Data Merge bottoms out at -32 for me. See the attached screenshot, where my dataset clearly has 42 records (which Publisher recognizes) but anytime I enter a value lower than -32, it reverts right back. (I was making a year-view calendar and because Publisher does all the data merge layouts on the left page before moving onto the right, I needed to reset each month by up to -48 entries to get it to show 4 consecutive months in a row across both pages.)

I tried this with numerous different datasets, including one with 500+ entries to make sure I wasn't somehow hitting Record 1 by offsetting more than -32 — but no, it happened no matter how many records my spreadsheet had or which record the data merge layout started at by default. In the end I had to find a workaround: without a -48 offset it was impossible to use a chronologically-ordered dataset, so I had to re-order the months to fool Publisher into putting them in the correct visual order.

In general, the Data Merge has the potential to be an awesomely powerful tool but feels way underdeveloped. There could be way more maneuverability baked into the dataset navigation/manipulation, but instead it's super linear and basic. Also, the inability to size the rows & columns of the data merge layout independently of one another is wildly annoying.
