Colours are always greyscale

It looks like your document is not a colour document – e.g. it has a non-colour format.

Select the Pan Tool and look at the Context Toolbar at the top left.
The area circled in my attached screen-grab shows an RGBA/8 document using an sRGB colour profile.

(If you cannot see the Context Toolbar then use menu “View → Show Context Toolbar”.)

You can change this via menu “Document → Change Format / ICC Profile”.

Note: It’s better for other forum members if you make the thread title more meaningful. In this case, “Colours are always greyscale” might be a better title than “FF3742”.
