A Photo2 Doesn't Start Without Internet

AP2 refuses to launch when the Windows 10 PC is not actively connected to the internet. Yes the license has been activated. It opens the splash screen then freezes.

How can I get AP2 to run without internet access? Internet is not listed as a system requirement (except to register and activate).

AP2 does not need access to the Internet to work, only for activation. Are you on the latest version 2.0.4?
