Making Tee shirt designs to have printed with POD Should I get Affinity Designer or Affinity Photo?

I want a program for making designs for print on demand (tee shirts) but I like to be able to draw and paint raster (digital painting) rather than vector am I better with Designer for this or Photo? I'm not sure just to clarify I want to make the finished product to send to print not mock-ups

if you want primary to deal with pixel/raster/bitmap then Photo is the right one!
