In Photo resize layer but partly constrain?

In the attached image, I want to resize the perimeter of the pic out to the edge of the canvas BUT keep the marching ant selection as is! In other words the image is constrained where it attaches to the marching ant selection but expands proportionally outwards to edge of canvas. Short answer is yes, using the mesh warp tool

I did a very quick and rough work up on your image, placing grid nodes on the 4 corners of your "marching ants" and 4 on the edges of the image.

You will notice that the curb on the left is now curved, but with much more care that doesn't need to be.  When moving the mesh you need to be careful.
