As far as I can tell are these brushes in a proprietary file format (.sut) for Manga&ClipStudio. Affinity Designer accepts .abr (Adobe Photoshop Brush)-files.

I can´t get it to work with the smallest chunk of parts - except I select them one-by-one - because I noticed when I use "Divide" the count of parts goes up dramatically as you can see in the screenshot:
It tells it generated 49 pieces but I have just 17 as the result. The other 32 are just loose invisible points listed in the browser.

I guess it´s not working because the Boolean tool expect overlapping geometry which isn´t the case here - just parts side-by-side.

You can do it in Affinity Designer as well using a rectangle with a gradient fill as a mask set to eraser mode:
