iPad/iCloud File Associations - Photo Opening Designer Files

I appear to have a similar issue on macOS 10.13.6 (see screenshot). Even though the file appears to be associated with Designer the icon on the iCloud folder is for Photo and double-clicking the file icon opens the file in Photo too.
