Have you tried to enable the extensions via the Apple Photos app? To enable you have to tick a box for each extension.

What would be really nice is the development of a DAM that behaves in much the same way as LR in that it is also a RAW editor. That said, I would be happy if an Adobe Bridge type of DAM was developed with the RAW processing functionality within Photo being enhanced a little. As you say, sometimes we only need to tweak the raw file. -
It is an Apple Photos restriction. When editing in an extension that extension can only send a jpg back to Photos. It renders Photos unusable as far as I am concerned. So Affinity needs a DAM asap (or Apple Photos needs urgent development).
