I found a workaround. - create a new afpub document or load a loadable afpub file (don't close it). - load the afpub file with linked jpg what has been changed. - afpub can now load this afpub file and displays the message "linked resource changed". - update the linked jpg in "resource manager". - save the afpub file. The afpub file is now ok. It can be closed and loaded again.

There is a issue in affinity publisher V1.8 windows version - create a new afpub file - insert a jpg file. - save and close the afpub file - change the jpg file outside affinity publisher. - load the afpub file. => afpub file can not be loaded. affinity publisher crashed
