Late to discussion... I also thought it was a bug as it's hard to duplicate and no documentation.
I finally was able to do it consistently. The area beside the bounding box for shearing is very small, a bit too close to the box it will scale, a smidge too far it will de-select.
Will need tablet specific UI to mark the shearing spot outside the bounding box. Unlike desktop there is no cursor in iPad version that will change when "hovered" over the right location.

I am having trouble with vector brush with pressure controller on. The initial down stroke would be broken looking if I apply pressure. This is irregardless of size variance %.
It looks like the first node is always much lighter pressure / thinner then is followed immediately by a 2nd node with the heavy pressure / thicker, and the rendering of the two so close to each other goes haywire.
I am using iPad pro 11" and Apple Pencil.
