I also found it very frustrating that this moved and had a hard time finding it. In addition to using the decorator panel, I found that in 1.7 that if I select the "node" tool, that is the triangle-shaped tool above the shape tool, and then click on the text, the stroke options are available in the context menu on the top of the screen. If however you try and select the tool the traditional way the context menu is not displayed.
