The OP asked about Publisher (though in the wrong forum; perhaps this topic should be moved).
In Publisher, which has the Fields panel, one can set the Subject value for a PDF file, and Chrome will use that as the tab name. (This topic should perhaps be moved to the Publisher beta forums.)
Perhaps Serif will consider adding that capability to Photo and Designer, too, at some point?
