Edited with solution...

I was experimenting with Text Frames and was able to get them to behave the way I wanted. Used Insets, etc.

However, when I created some subsequent Text Windows, the Text was outside the Text Frame and I couldn't figure out how that happened.

Turns out Character > Position and Tranform > Baseline was populated with a value other than Zero. Changed to Zero an things worked as expected.
