keyboard hotkeys / custom toolbox

I know, I know, this has been talked about forever. But for some reason I can't quite find a clear answer as to whether custom keyboard shortcuts were implemented into the final released version. Were they? And what about custom panels? As soon as these are in I'll buy the app.
