Welcome to Affinity Forums :)
You didn't specify which application you're using. Affinity Photo doesn't have text-on-a-path, but Affinity Designer does have it: draw you circle (or any other shape or path), change to Artistic Text Tool and place the cursor over the path until it changes to a "T" with a small wave below, then click and start typing.
