Thanks for the helpful advice. I managed to solve my problem by using Publisher. When I serched for help on the subject using the Designer help menu it said to use the pages panel but it was not obvious that it did not apply to Designer so I was confused when I couldn't find the pages panel in Designer.

I don't seem to be able to open the pages panel in order to modify the number of pages in a document. I am currently using the trial version of Designer 2 and wondered if this is a restriction of trial version.
