Well, this is annoying as crap.
Doing the "reset" while holding down the Control key on launch still hit me with unusable software, albeit on the "Reset All of My Settings" screen. I had to force quit.
However, @walt.farrell's link that describes deleting the mru.dat file got Affinity Designer 2 working again. Thank you for that suggestion.
