Sorry, I confused Justify Left with Align Left. Everything works.

When I "justify all" a paragraph, the last word of the paragraph is spread out across the line if it is the only word, or the last words are spread out if there are more than one. The Maximum Word Spacing and Maximum Letter Spacing in the Paragraph menu don't do anything. I'll try to include screen shots.
