Re-open document document on start up does not work

I have re-open documents on start up checked in general preferences. If I have saved a document prior to closing Publisher, when I restart publisher it never opens the previous document but a fresh screen. I have to open the document from recents list. I would expect publisher to open the document I last had opened. It doesn't.
