Bottom table row height keeps increasing on it's own

It's tricky to screenshot! I decided to start over with the tables and the new tables that I've created don't have the problem that I've described. -

I can't work out what the problem is here! The bottom row of my table keeps increasing in height by itself. I try to change the cell height and it doesn't allow me to change it. This is not a problem that's just happening in this one table. It's happened before and I have managed to work around it! But in this case I really need to find out how to fix it. Does anyone know how to fix this? Or is this a bug in the program?
