I just worked around this. My guess is that this is a Windows virtualization/UAC/permissions issue. To fix it, I just manually edited the XML file at the stated location using Notepad under elevated permissions. You could probably also just launch Affinity as Adminstrator when you're entering the key and it would probably work.
