With 2.6.3 apps (Photo, Designer, Publisher), if Settings > Performance > Renderer is blank, then the apps crash on File > New Document.
On one of my Acer Laptops featuring an nVidia 1050TI (Laptop) GPU, I was able to select the renderer and all the apps work as expected.
On one of my "Dell 7040" desktop computer, featuring Intel 530 GPU (Intel Core i5-6500T, 16GB RAM, 256 GB SSD, Windows 10 Pro, all updates applied), the renderer dropdown displayed "Intel HD Graphics 530" as a value and from that point onwards, I was able to use the Affinity apps. On other "HP Prodesk 400 G3 DM " desktop computers featuring Intel 530 GPU (Intel Core i3-6100T, 16 GB RAM, 256 GB SSD, Windows 10 Pro, all updates applied), the renderer just does not show up. Ironically, in Settings > Performance > Hardware Acceleration > Enable OpenCL Computer Acceleration, the GPU name is indeed displayed. [Ref: attached screenshot - HP-400-Desktop.jpg]
From the screenshot, you can also notice that on the HP Desktops, Windows Task Manager and DirectX Diagnostic Tool - both report the presence of the GPU and the RAM allocated, yet the dropdown in Affinity cannot be populated because of missing values.
This needs urgent rectification. The apps should be able to work on Windows computers where DirectX compatible drivers are available.
