Also I can report that this has just now succeeded despite repeated failures (even after reboot) at the last attempt. I have done a windows 10 update in the meantime.

I have uploaded the (actually 6) files to the dropbox folder. I was able to stitch these with Photoshop Elements 11 so I know the files are good.

I am trying to stitch 5 jpeg images and it just sits there with one thread maxxed out displaying "Loading 1 document..." in the title bar. Given the comparative speed with which I can stich 14 RAW files I am going to assume this is a bug.
