Maybe it is the lamb layer that needs a transparent background. It confuses me when I start a new file and I select transparency and the background still shows. How do I work with a transparent background from the get-go?

I want to create a Star Wars type of border around some text. Referring to the "Yellow border" like in the "Solo Movie". Using the rounded rectangle tool I'm trying to just use like a 1/4 border of it? Any help appreciated. Thanks
