Layers locked and cannot be moved

Figured it out. I wasn't holding the layer long enough for it to be selected to move. -
I have been unable to consistently select a layer and move it in the layers panel while working on my 2018 9.7” iPad Pro. They are not locked. Sometimes it works and sometimes it doesn’t. Frustrating!
