No image editing software can make something appear that isn't in the image to begin with, but you might be able to find another photo with open eyes & paste them over the closed eyes in the photo you are editing.

Welcome to the Serif Affinity forums :) 

If you find software that automatically does this, then I have 85% of the pictures ever taken of my wife that need correcting for perfectly timed blinks. It's a running joke that she seems to have slept through most of the first 20 years of our relationship (after which we gave up trying to get a good shot).

Photoshop Elements can semi-automate opening closed eyes using the same persons or other peoples eyes

Some cameras have Rapid Fire or simply hold down shutter button to get multiple shots, one should give you a good shot.
