Some of the filters are not available in 32-bit mode. Can you check the profile of your image?
Select the Pan tool and have a look at the text as highlighted in my attached image, where my image is RGB 8-bit.

Davide, another thing worth checking for – which I still keep doing more often than I’d like – is to assume that you are working on a ‘normal’ layer rather than a mask layer. It’s so easy to have the wrong thing selected and wonder why nothing is happening.

Just one last thing on a similar issue to the filters not being available, I think I remember hearing in one of the official tutorial videos that some filters are sometimes not available under certain conditions but I can’t remember what those conditions were. The official videos are very informative so they are well worth watching anyway if you get a few minutes here and there.
