Bug: move tool holding ctrl does not clone selection

Selecting a portion of background [pixel] layer that was locked.   Then I unlock the layer, then I hold down ctrl and attempt to drag selection to new location. 

 

This should have created a clone of the object either on the same layer or a new layer.

Another bug with workflow?

PS:  copy and paste will create the cloned image of the selection.

What gives you that idea?

With part of a pixel layer selected, the Status bar (on Windows) indicates that Dragging with Ctrl will move the selection content. And that's what it does for me.

Walt select the move tool after making a selection and look at the status bar hints. The confusion lays in the misinterpretation of the phrase, the cmd/ctrl relates to selected objects not selections.

The OP didn't say anything about switching to the Move Tool. (Edit: Sorry; missed that in the topic title.)
But if I do that, the Status bar says nothing about using Ctrl.

It says:

shift key makes the drag cutout with 45 degree angles.

Why can't the ctrl key work in this case?

You do not have a pixel selection active in that screenshot. You have a complete pixel layer selected.

Having a pixel selection (part of a pixel layer) as you mentioned in the first post in this topic is not the same as having a complete pixel layer selected, and operates differently.

Ctrl to clone selected objects, a selection isn't an object until it's been copied and pasted after that you can clone it

A "(Pixel)" layer is composed of pixels so you can select either the entire layer (all of its pixels) or with one of the pixel selection tools just some of its pixels.
