Problem: Object Transform (Rotation from desired center)

Hey guys, I’m sure you’ll be able to help. I’ve been trying to search to see if anyone had asked without luck, so I’m starting to think I’m doing something wrong.
I’ll try to explain.

Shape selected.
Origin center for rotation ENABLED, and MOVED to desired location.

Problem is that when I use the ROTATION wheel to up/lower the value (or input one using the “calculator” style pad) it just rotates over whichever point is anchored in the 9-point selector grid, instead of doing so around the center that I have moved.

Can anyone help? I’ll attach video.

The only way I can make it behave how it’s supposed to (at least how I think it’s supposed to) is by dragging the little pin over the object. Then it does actually rotate around the selected center.

 

Also – Second question. How can I know what each tool of the menu in the lower section does, the one that pops up in the lower part linked to the Transform Studio.
